At that time, Rome had 4 classes, aristocrats, citizens, freemen, and slaves. The people Tiberius Sempronius Gracchus was fighting for are male citizens who can vote, not anybody else. I believe his fight did bring some changes, the policy of grain dole was passed about 10 years later and lasted till the end of Roman Empire (the west part) to prevent citizens to be starved.
